The provisions of this chapter shall not apply to the following persons or activities:
(A) To honorably discharged veterans of foreign wars exempt from municipal licensing requirements under state law and who limit their soliciting activities to sales of goods, wares, fruits and merchandise; provided, however, that, for purposes of § 111.06 of this chapter, such persons shall carry their military discharge papers or other official document demonstrating eligibility for such exemption, and the provisions of § 111.09 of this chapter shall apply to such persons;
(B) Officers or employees of the town, county, state or federal government, or any subdivision thereof, when on official business;
(C) Persons operating or employed in the operation of a regularly established and conducted direct route delivery system; or
(D) Persons calling at residences for purposes governed by this chapter, but by prior appointment and consent of an occupant of the residence made through telephone, mail or other previous direct contact.
