The following specific regulations must be obeyed by any person engaging in soliciting or canvassing.
(A) Time limitations. It shall be unlawful to engage in the business of going upon the premises of another for the purpose of soliciting orders, contributions or information, or for the purpose of selling or peddling, after the hour of 7:30 p.m. of any evening, or before 8:00 a.m. of any morning, except with the prior consent or invitation of the owner or occupant of such premises.
(B) Display and observance of restrictive signs. Any owner or occupant of a residence who does not wish to be visited by any solicitors or canvassers, or would wish to invite only charitable solicitors, may exhibit a weather-proof card, approximately three inches by four inches in size, upon or near the main entrance door of the residence, containing the applicable words as follows: “NO SOLICITORS”, “NO SOLICITORS OR CANVASSERS” or “CHARITABLE SOLICITORS ONLY” or similar wording of clear intent. For the purpose of uniformity, the cards shall be provided by the Town Marshal to persons requesting them at the proportionate cost thereof. Every solicitor or canvasser, upon going onto any premises which is a residence, shall examine and abide by any such sign, whether or not the solicitor or canvasser is licensed by the town, and it shall constitute a penal violation of this chapter for such solicitor or canvasser to ring the doorbell or, near any door, to create any sound in any other manner calculated to attract the attention of the occupant of such residence for the purpose of securing an audience with the occupant thereof and engage in soliciting in defiance of the notice exhibited at the residence in accordance with this division (B).
(C) Departure from premises when requested. Any solicitor or canvasser who has gained entrance to any residence, whether invited or not, shall immediately and peacefully depart from the premises when requested to do so by the occupant.
