If any enforcement officer finds that a Class A nuisance, as defined in § 91.01(A) of this chapter, is being is being caused or permitted and should be abated, the enforcement officer shall determine and confront the person or persons responsible for the nuisance and order such person or persons to forthwith abate or to cease and desist from any act causing or constituting the nuisance. Any person failing to comply with an order of the enforcement officer shall be subject to immediate citation for a penal violation, and subject to the penalties as provided by § 91.99 of this chapter.
