Any person who violates any provision of Section 9.15.010 or 9.15.020 of this Chapter is guilty of an infraction on the first violation. On the second and any subsequent violation of the same Section, the offender is guilty of a misdemeanor and may be arrested by any peace officer for such violation. If such peace officer arrests a violator of Section 9.15.010 or 9.15.020, he may remove such motor vehicle from the private property. Within two (2) working days of the removal of the motor vehicle, the removing agency shall make all notifications required to comply with Vehicle Code Section 22852.
