Meetings of the Board shall be called when an appeal is filed, by the City Council, by the Building Official or by the Chairman or a majority of the Board, provided notice has been given to all members at least twenty-four (24) hours prior to the meeting and as otherwise required by law. A majority of the Board members shall constitute a quorum. A majority vote of the quorum, but not less than two (2), shall be required to pass a motion or other enactment.
