The initial assignment of a rural address number shall be assigned to each existing or potential lot or tract of land capable of being used for a residence or business within the rural county. Such assignment shall be made based upon the recommendation of the County Plat Engineer, the United States Postal Service, and other local governmental officials relied upon in the development and implementation of the county-wide address numbering system. After October 1, 1991, any future lots or tracts of land developed for residential or business use within the rural areas of the county shall be assigned a permanent address number by the County Plan Commission Director who shall rely upon the grid system set forth in § 150.17 in determining and assigning such number.
