§ 150.17 ESTABLISHMENT.
   (A)   The rural address numbering system to be used in the county shall be based upon a grid system developed by the County Plat Engineer.
   (B)   The county shall be divided into four quadrants and assigning a numeric address according to the following:
      (1)   The division of the county into the north half and the south half shall be along S.R. 124, which road shall be known as the division road. The county shall be divided into the east and west halves by using U.S. Highway 27 in part and C.R. 000 in part as the meridian road.
      (2)   The numeric address assigned to each location will consist of two to five digits.
         (a)   A numeric address having two or three digits indicates that the address lies within the first mile from the meridian or division road.
         (b)   An address of four digits indicates that the location is between the first and tenth mile of the meridian or division road.
         (c)   A five digit number indicates that the location lies between the tenth and twelfth mile of County Line Road.
      (3)   In each address, the last digit indicates the side of the road upon which the residence lies. Addresses ending with an odd digit lie upon the north or east side of the road. Addresses ending with an even digit lie upon the south or west side of the road.
      (4)   The second to last digit of the address indicates the hundredth part of a mile from the last full numbered mile road. The third to last digit indicates the tenth part of a mile from the full numbered mile road. The fourth and fifth last digits indicate the whole mile measured from the meridian or division road.
      (5)   Most addresses shall include after the numeric portion an initial cardinal direction (symbols E, W, N, or S) corresponding to which direction from the meridian or division road.
      (6)   In order to avoid conflict with adjoining counties using similar numbered roads, the addresses in outlying post offices shall have affixed after the identification of the road or street the figure “-1” to indicate that the numerical address lies within the road system of the county and not in the county in which the post office is located.
