The County Plan Director or the County Health Officer, or either of their designated representative(s), shall have the right to inspect any commercial dog breeding facility and the right to make onsite visits. The refusal by an owner or operator of a facility to allow for an inspection is a violation of this chapter subject to the fines and penalties under § 111.99.
