§ 111.35 USDA STANDARDS.
   (A)   A commercial dog breeder shall comply with the standards of care adopted by the United States Department of Agriculture (USDA) in 9 C.F.R. §§ 3.1 through 3.12 and shall receive certification or approval from USDA.
   (B)   If USDA delays certification until the dog breeding facility has been built and populated, the owner/operator shall have six months from the date the operation begins until USDA certification or approval must be received.
