Anyone residing within the county who owns or harbors an animal shall adequately cage, tether, fence, or otherwise restrain such animal from freely roaming throughout or running at large within the county. Provided however, nothing herein shall prevent the pasturing or housing of an animal on property owned or leased by the person who owns or harbors such animal or on property of another person who consents to such unrestrained movement by such animal on his or her property when under the reasonable control of a person or when engaged in lawful hunting accompanied by the owner or personal rightfully entitled to possession of said animal.
