8-2-7: EXTENSION OF MAINS:
   A.   Permit Required; Fee: Before any new sanitary sewer line connection is made to the city sanitary sewer system, a permit must be obtained and a permit, inspection and connection fee shall be paid as provided in section 8-2-4 of this chapter, except where a sewer main extension is needed. The record owner of the premises to be served by the new sewer main extension shall pay to the city a sum equal to the cost for labor and materials incurred by the city in constructing the new sewer main extension in addition to permit and inspection fees.
   B.   Request For Extension; Payment Of Fee: Before construction of a new sewer main extension may be commenced, the record owner of the premises to be served by the new sewer main extension shall request said extension in writing on forms supplied by the city. The city shall estimate the cost for labor and materials to be incurred for said construction, and the record owner shall pay to the city fifty percent (50%) of said estimate prior to the commencement of construction. The balance of said cost for labor and materials incurred by the city shall be paid by the record owner to the city immediately upon completion of the construction, notwithstanding the amount of the original estimate.
   C.   Contract For Installation: The property owner may, at his expense, contract to have a sewer extension installed. However, any such extension shall be approved by the city and the Illinois environmental protection agency prior to installation. The extension shall be inspected and a report furnished by a licensed professional engineer that the extension complies with the "Illinois Recommended Standards For Sewer Construction".
   D.   Time Of Installation; Applicability Of Fee:
      1.   If the building sewers are installed at the time of the sewer extension provided in subsection C of this section, the connection and permit fee will be waived.
      2.   If the building sewers are installed at a later date, only the connection fee will be waived, and only for a period of five (5) years after acceptance of the sewer extension provided in subsection C of this section. (2006 Code § 7-2-15)
