8-2-4: CONNECTION REQUIREMENTS:
   A.   Permit Required: Any person desiring to connect or tap into any sanitary sewer or sanitary sewer main line operated by the city shall, before tapping any such sanitary sewer line or main, obtain a written permit from the city clerk to make the connection or tap. (2006 Code § 7-2-4)
   B.   Preannexation Agreement For Users Outside City: New connections to the sewer system shall be prohibited to properties outside the city limits unless the property owner signs a preannexation agreement to annex when the property is contiguous to the city.
   C.   Permit And Connection Fees:
      1.   Required; Exemptions:
         a.   Each person applying for a permit shall pay the following sums: (2006 Code § 7-2-5)

         b.   The connection and permit fees shall be waived for any property found to be illegally connected to a storm sewer where sewer use fees have been paid over a minimum of ten (10) years.
      2.   Payment Of Fees: Payment shall be made in one payment in the office of the city clerk prior to commencement of any construction. (2006 Code § 7-2-5)
