8-2-5: BUILDING SEWERS AND CONNECTIONS:
   A.   Permit To Connect:
      1.   Permit Required: No unauthorized person shall uncover, make any connections with or opening into, use, alter, or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the city.
      2.   Classes Of Permits; Applications: There shall be two (2) classes of building sewer permits: a) for residential and commercial service; and b) for service to establishments producing industrial wastes. In either case, the owner or his agent shall make application on a special form furnished by the city. The permit application shall be supplemented by any plans, specifications, or other information considered pertinent in the judgment of the city.
      3.   Fees:
         a.   Residential Or Commercial Buildings: Fees for permit, connection, and inspection in accordance with section 8-2-4 of this chapter for a residential or commercial building sewer permit shall be paid to the city at the time the application is filed.
         b.   Industrial Buildings: Industrial permits are subject to the fees in section 8-2-4 of this chapter and are subject to approval by the Illinois environmental protection agency.
      4.   Conditions Of Permit: A building sewer permit will be issued and a sewer connection allowed only if it can be demonstrated that the downstream sewerage facilities, including sewers, pump stations, and wastewater treatment facilities, have sufficient reserve capacity to adequately and efficiently handle the additional anticipated waste load.
   B.   Separate Building Sewers: A separate and independent building sewer shall be provided for every building; except, that where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, court, yard, or driveway, the building sewer from the front building may be extended to the rear building and the whole considered as one building sewer.
   C.   Use Of Existing Sewers: Old building sewers may be used in connection with new buildings only when they are found, on examination and test by the city, to meet all requirements of this chapter. Reuse of old sewers will require payment of the permit and inspection fee.
   D.   Installation And Connection Requirements And Specifications:
      1.   The size, slope, alignment, and construction materials of a building sewer, and the methods to be used in excavating, placing of the pipe, jointing, testing, and backfilling the trench, shall all conform to the requirements of the building and plumbing codes or other applicable rules and regulations of the city. In the absence of said provisions, or in amplification thereof, the materials and procedures set forth in appropriate specifications by the American Society Of Testing Materials, "Water Pollution Control Federation Manual Of Practice No. 9", and "Standard Specifications For Water And Sewer Main Construction In Illinois", shall apply.
      2.   The building sewer shall be constructed of extra strength clay sewer pipe and fittings meeting the requirements of American Society Of Testing Materials (hereinafter referred to as ASTM) C-700 with rubber joints meeting the requirements of ASTM C-425; or polyvinyl chloride (PVC) plastic pipe and fittings meeting the requirements of ASTM D-3034 with joints meeting the requirements of ASTM D-2855 for solvent welded joints, or D-3212 for elastomeric gasket joints. If installed in filled or unstable ground, the pipe shall be laid on a suitable improved bed or cradle as approved by the city. All joints shall be made in strict accordance with manufacturer's recommendations.
      3.   The size of the building sewer shall be subject to the approval of the city, but in no event shall the diameter be less than four inches (4"). The slope of such four inch (4") pipe shall not be less than one-eighth inch (1/8") per foot. The minimum slope for larger size pipe shall be in accordance with the current regulations of the Illinois environmental protection agency.
      4.   a. All excavations required for the installation of a building sewer shall be open trench work unless otherwise approved by the city. Pipe laying and backfill shall be performed in accordance with ASTM C-12 for sewer pipe, or ASTM D-2321 for flexible thermoplastic sewer pipe; except, that no backfill shall be placed until the work has been inspected by the city. The building drain shall be connected to the building sewer with a flexible coupling of a type approved by the city.
         b.   Any excavation for building sewer installation shall be subject to the excavation regulations of this code. Permit requirements, safety precautions, restoration requirements, and other provisions therein shall be fully met.
      5.   a. The connection of the building sewer into the public sewer shall be made at the tee or wye branch designated for that property, if such branch is available at a suitable location. If no properly located tee or wye branch is available, the owner shall, at his expense, install a factory made tee branch in the public sewer or make said connection with a saddle of a type approved by the city and at a location approved by the city. The making of a branch by concreting a section of pipe to the existing sewer is prohibited.
         b.   The connection of the building sewer into the public sewer shall conform to the requirements of the building and plumbing codes or other applicable rules and regulations of the city, or other procedures set forth in appropriate specifications of the American Society Of Testing Materials, "Water Pollution Control Federation Manual Of Practice No. 9", and "Standard Specifications For Water And Sewer Main Construction In Illinois". Every connection shall be made gastight and watertight. Any deviation from the prescribed procedures and materials must be approved by the city before installation.
      6.   The separation of building sewers and building drains from water service lines shall be in accordance with the technical policy statements of the Illinois environmental protection agency, division of public water supplies, which requires that a proposed drain or sewer line must be laid at least ten feet (10') horizontally from any water main or water service line.       7.   The building drain shall exit the structure at a depth of three feet (3') below grade. There shall be no direct gravity flow from plumbing fixtures below grade into the building sewer. All such flow shall be lifted into the building drain by suitable pump equipment meeting the standards of the Illinois plumbing code. The building sewer shall be laid at a uniform grade and in straight alignment insofar as possible. Changes in grade or alignment shall be made only at manholes or properly curved pipes and fittings, as approved by the city. The building sewer shall be constructed without the use of ninety degree (90°) bends. If that is not possible, then only a long radius ninety degree (90°) bend or two (2) 45-degree bends shall be used. In any building in which any building drain is too low to permit gravity flow to the public sewer, sewage carried by such building drain shall be lifted by a means which is approved in accordance with the Illinois plumbing code and the city building code, and discharged to the public sewer.    E.   Prohibited Discharges: No person shall make connection of roof downspouts, exterior foundation drains, areaway drains, or other sources of surface runoff or groundwater to any building sewer or building drain which in turn is connected directly or indirectly to a public sanitary sewer.
   F.   Inspections: The applicant for the building sewer permit shall notify the city when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the supervision of the city or its representative.
   G.   Liability For Costs And Expenses: All costs and expenses incident to the installation, connection, operation, and maintenance of the building sewer shall be borne by the owner. The owner shall indemnify the city from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer. (2006 Code § 7-2-10)
