8-1-6: WATER METERS AND SERVICES:
   A.   Meter Requirements; Tampering Prohibited: Any person using water furnished by the city shall install a meter provided by the city so that all water consumed shall be passed through such meter and accurately measured and the amount definitely ascertained. The location, installation and setting of such meters shall meet the approval of the city. Any person tampering with or rendering inoperable or attempting to render inoperable any water meter commits a violation against the city and becomes subject to the enforcement provisions of section 8-1-10 of this chapter.
   B.   Maintenance Of Meters:
      1.   For the purposes of making any inspection or discharging any duty imposed by this chapter, any authorized employee of the water department shall have the right to enter upon the premises of any consumer. Each consumer, as a condition of the continued delivery of water from the city water supply to the consumer's premises, shall be considered as having consented to such entry upon the consumer's premises.       2.   The city shall maintain all meters, and the city shall have the right to determine, in its sole discretion, when the meter is required to be changed. Any meter damaged due to failure of the consumer to protect the meter from freezing shall be replaced at the expense of the consumer, which shall be the cost of the meter.       3.   a. Any service where the flow cannot be interrupted during normal business hours shall be equipped with a locked meter bypass and a connection for a test meter.
         b.   The consumer has the right to request a meter to be tested if the consumer has cause to believe the meter is in error; however, the consumer shall pay all costs of testing if the meter is shown to be accurate.
   C.   Service Line:
      1.   Installation: The property owner shall install, at the owner's expense, the service line from the tap provided by the city to the point of usage. A curb stop shall be installed at the property line. The property owner shall install and maintain a shutoff valve on the street side of the meter. (2006 Code § 7-1-6)
      2.   Specifications: The service line shall be one inch (1") approved material. The city shall provide the curb stop, curb box, and up to sixty feet (60') of one inch (1") approved material to be installed between the tap and the curb stop. The property owner shall provide or purchase approved materials for service lines over one inch (1") in diameter. (2006 Code § 7-1-6; amd. 2016 Code)
      3.   Maintenance By City: The city will maintain the service line from the tap at the water main to the curb stop once the installation is inspected and approved by the city.
      4.   Use Of Existing Lines: An existing service line may be reused if the city determines that the service line meets all requirements of this chapter.
   D.   Disconnection Of Service: In the event that any consumer of the water system desires that the water be shut off, the consumer shall notify the city not less than two (2) weeks prior to the date it is to be shut off. The consumer shall give the city not less than two (2) weeks' notice prior to the date that the water service is to be recommenced. The consumer shall pay the city the sum of twenty five dollars ($25.00) when the water service is restored. (2006 Code § 7-1-6)
   E.   Emergency Interruption Of Service: In case of an "emergency interruption", defined as breakage of the service line between the shutoff valve at the meter and the curb stop, or breakage of the shutoff valve, there will be no charge. However, in case of repeated requests to have the service interrupted or nonemergency situations, the charge shall be one hundred dollars ($100.00). (2006 Code § 7-1-6; amd. 2016 Code)
