Any person who applies to the city for water service for a nonowner occupied property shall, before being granted any service, pay to the clerk a meter deposit in the amount of one hundred dollars ($100.00). The money so received by the city shall be kept in a separate fund known as the meter deposit fund, and when any consumer, for any reason other than involuntary discontinuation of service, shall request service to be terminated, then the full amount of the deposit, less the consumer's then current bill, shall be returned to the consumer.
