7-1-7: OBSTRUCTIONS AND ENCROACHMENTS:
   A.   Obstructions Generally:
      1.   Prohibited: No person shall encumber, obstruct, or endanger the proper use of any street, sidewalk, or alley.
      2.   Liability: Any person having the care, either as owner or occupant, of any premises bordered by a public street or alley shall be liable to the city for any legal liability that may be adjudged against the city as a result if the placing of obstructions of any nature in the public street or alley by such person. (2006 Code § 8-1-12)
   B.   Encroachments: No person shall erect or cause to be erected or retain any "encroachment", as defined herein, within the limits of the street or roadway, right of way, public alley, sidewalk, parkway, or other public way. "Encroachment" means any building, fence, sign, or any other structure or object of any kind (with the exception of utilities and public road signs) which is placed, located, or maintained in, on, under, or over any portion of the public ways described in this subsection.    C.   Obstructing Drains: No person shall obstruct any drain in any public street or property. (2006 Code § 8-1-16)
   D.   Building Materials In Streets And Alleys: No person shall use any street or alley for the temporary storage of building material, equipment, facilities, or merchandise, or for barricading or protecting building operations without a permit. No building material, equipment, or facilities so stored shall be placed in such a manner as to interfere with normal drainage of the street or alley. (2006 Code § 8-1-22)
