§ 53.21 MEASUREMENT OF FLOW.
   The volume of flow used for computing basic user charges and surcharges shall be the metered water consumption read to the lowest even increments of 1,000 gallons.
   (A)   The quantity of water used as measured by the city water meter on the premises; provided, however, that in determining the charge to be paid for premises used exclusively for residential purposes, the water meter reading from the average of the first two months of the year may be used as the basis for the computation of the user charges for billing periods for that year.
   (B)   If the person discharging wastes into the public sewers procures any part, or all, of his or her water from sources other than the city water utility, all or a part of which is discharged into the public sewers, the person shall install and maintain, at his or her expense, water meters of a type approved by the city for the purpose of determining the volume of water obtained from these other sources.
   (C)   Devices for measuring the volume of waste discharged may be required by the city if these volumes cannot otherwise be determined from the metered water consumption records.
   (D)   Metering devices for determining the volume of waste shall be installed, owned and maintained by the person. Following approval and installation, the meters may not be removed, unless service is canceled, without the consent of the city.

§ 53.22 DEPRECIATION.
   A depreciation charge of $0.101 per 1,000 gallons to each user of the wastewater facility of the city is hereby established.

§ 53.23 BASIC USER CHARGE.
   (A)   There shall be and there is hereby established a minimum charge and a basic user charge for the use of and for service supplied by the wastewater facilities. A minimum charge per month for commercial customers in the city limits and a minimum charge per month for commercial customers out of the city limits shall be applied to all users whose water consumption does not exceed 5,000 gallons per month.
   (B)   A basic user charge per 1,000 gallons shall be applied to all users for water consumption in excess of 5,000 gallons per month.
   (C)   A minimum charge per month for residential customers in the city limits and a minimum charge per month for residential customers out of the city limits shall be applied to users whose volume is estimated at not exceeding 7,000 gallons per month.
   (D)   The basic user charge and the minimum user charge for all commercial, residential and out of city limits customers shall be determined and amended by the Council and adopted by resolution. This resolution, containing the effective date thereof, shall be kept on file and open to inspection in the office of the City Administrator/Clerk-Treasurer and shall be uniformly enforced. For the purpose of fixing the rates and charges, the Council may categorize and classify under the various types of service, provided that the categorization and classification shall be included in the resolution authorized by this section.
   (E)   This section shall be in full force and effective from and after its passage and approval and publication as provided by law.

§ 53.24 SURCHARGE FOR BOD5 AND SS.
   (A)   Rates. The rates of surcharges for BOD5 and SS shall be as follows:

   (B)   Computation of surcharge. The concentration of wastes used for computing surcharges shall be established by waste sampling. Waste sampling shall be performed as often as may be deemed necessary by the city, or its representative, and shall be binding as a basis for surcharges.

§ 53.25 COMPUTATION OF WASTEWATER SERVICE CHARGE.
   The wastewater service charge shall be computed by the following formula:
