§ 31.25 PEOPLE OF ZIONSVILLE FOR THE AESTHETICS OF ZIONSVILLE.
   (A)   Establishment of People of Zionsville for the Aesthetics of Zionsivlle (PZAZ). The Town Council hereby establishes the People of Zionsville for the Aesthetics of Zionsville (PZAZ) to be governed by a Committee.
      (1)   Number of members. The Committee shall consist of seven members and one non-voting advisory member.
      (2)   Term. The term of each member of the Committee shall be one year expiring on December 31 of the year of the member's appointment.
      (3)   Appointment to the Committee. The Town Council of the town shall appoint all seven members of the Committee and the Town Council shall also appoint the one non-voting advisory member of the Committee.
      (4)   Composition of the Committee. The Committee shall consist of six residents of the town and one member of the Town Council, the Town Council shall also appoint one resident of the town who is a secondary school student as anon-voting advisory member of the Committee.
      (5)   Leadership of the Committee. The Committee shall elect from its own membership a President of the Committee, and the member of the Town Council who serves on the Committee shall act as liaison from the Committee to the Town Council.
   (B)   Duties of the Committee. The Committee shall constitute the "Tree Board" of the town and shall:
      (1)   Advise the Town Council and the Mayor on matters related to the promotion of urban forestry and streetscape beautification;
      (2)   Act as liaison from the town to subdivisions of the town on matters of street tree planting;
      (3)   Identify areas for additional urban forestry and suggest projects for the management and maintentance of planting beds and bio swales in the town;
      (4)   Make efforts to preserve the ongoing designation of the town as a Tree City by the Arbor Day Foundation;
      (5)   Promote community service by hosting events including but not limited to a "Community Service Day"; and
      (6)   Provide education to the residents of the town on planting, maintenance, and the value of trees in the town.
   (C)   Powers of the Committee.
      (1)   The Committee shall have authority to receive donations for the completion of certain projects related to the promotion of forestry and streetscape beautification in the town and to place the same in the Donation Fund 217 of the town.
      (2)   The Committee shall have authority to apply for and receive grant funding for the completion of certain projects related to the promotion of forestry and streetscape beautification in the town.
      (3)   The Committee shall have authority to seek out training and development opportunities for members of the Committee related to forestry and streetscape beautification.
      (4)   The Committee shall have authority to undertake projects related to forestry and streetscape beautification in the town with the approval of the Town Council and Mayor of the town.
