§ 99.20 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ABANDONED ANIMAL. Any animal left without proper food and water for a period of over 24 hours, or any barking animals without supervision for a period of over 24 hours; provided, however, the definition of ABANDONED ANIMAL shall not apply to animals in the custody of a licensed veterinarian until such veterinarian has had custody of the animal for five days without the benefit of a contract with the owner to provide shelter for the animal.
   ANIMAL RUNNING AT LARGE.
      (1)   An animal:
         (a)   Not on the property of its owner;
         (b)   Not under the immediate control of its owner; or
         (c)   Not otherwise controlled by a competent person.
      (2)   The term ANIMAL RUNNING AT LARGE does not include the use of a dog under the supervision of a person to hunt, chase or tree predatory animals or game birds, or the use of a dog to control or protect livestock or in other related agricultural activities.
   DEPARTMENT. The Police Department of the Town of Zionsville.
   LOUD ANIMAL. Any animal which persistently barks, crows, or howls or emits other sounds and thereby unreasonably deprives a person of peace and quiet.
   OWNER. A person who owns, keeps or harbors a dog or other animal within the town’s corporate limits, except a veterinarian or an operator of a commercial kennel insofar as they may keep animals in the course of their business.
