(A) Every pawnbroker under this chapter shall keep and preserve a record book containing an accurate description in the English language legibly written in ink of:
(1) All items pawned and the amount of money loaned thereon;
(2) The time of the transaction;
(3) The name, address, date of birth, Social Security number, telephone number, age, color, height, weight, complexion, style of beard or mustache, any visible distinctive marks or conditions, style of dress of the pledger pawning the items;
(4) A photocopy of a piece of photo identification of the pledger; and
(5) The number of the pawn ticket issued therefore.
(B) The record book required to be kept by division (A) above shall be open to inspection at all reasonable times by any officer of the Town Police Department.
(C) In addition to the above record book, every pawnbroker under this chapter shall provide a list of serialized items that have been acquired by transfers from any location outside of the town’s corporate boundaries to the Town Police Department no later than the next business day after the item is received.
