In the event the franchise is transferred, in whole or in part, prior written consent of the Council to such transfer shall be required. Such consent shall not be unreasonably withheld; provided that, the proposed assignee or transferee agrees to comply with all the provisions of this chapter and is able to provide proof of financial responsibility and other qualifications as may be satisfactory to the town. The consent of the town to any sale or other transfer shall not constitute a waiver of release of any of the rights of the town under this chapter.
