(A) The purchasing agent may purchase supplies with an estimated cost of less than $5,000 on the open market without inviting or receiving quotes.
(B) The purchasing agent may purchase supplies with an estimated cost of more than $5,000, but less than $25,000, on the basis of telephone or written price quotes from at least two competing suppliers.
