No person or entity shall place, nor permit to be placed any tree or flora that will cause or tend to cause a hazardous or unsafe condition, or potentially cause damage to any public utilities, to include, but not be limited to, water, sewers, storm drain, electric, gas, fiber optic systems or lines.
