The Town Street Department and Parks and Recreation Department shall have the authority to perform trimming and cutting of flora in or obstructing any public right-of-way, street, alley or way as may be necessary to provide unobstructed vision or free passage of pedestrians or motorists along the public rights-of-way, streets, alleys or ways.
