(A) It shall be lawful in the commercial areas of the corporate limits of the town to dispose of refuse and natural debris, but not garbage, in trash bins, which shall consist of enclosed metal, wooden or plastic structures; except that, material placed in such trash bins shall be placed therein in boxes or containers and shall not be loosely thrown therein.
(B) The owner or operator of any business establishment in the corporate limits of the town shall build or provide in any alley adjacent or reasonably close to his or her establishment an enclosed metal, wooden or plastic structure for use as a trash bin, unless the amount of trash, boxes and containers which such business establishment accumulates is small enough in quantity and bulk to be contained within a container.
