It shall be unlawful to place or permit to remain anywhere in the corporate limits of the town any natural debris or refuse too bulky to place in containers, except on or immediately adjacent to the public street or alley, preparatory to having such material collected and disposed of by the town, or in a lawfully established dump by a person, firm or corporation engaged to so collect and dispose of garbage, trash and refuse.
