The Town Council finds that a need exists for the financing of economic development and pollution control facilities, as authorized by I.C. 36-7-12, there is hereby created a Department of Development of the town, which shall be under the control of a commission to be known as the “Zionsville Economic Development Commission”, pursuant to and under the authority of I.C. 36-7-12. The Economic Development Commission shall consist of three members to be appointed as provided by law and shall have all the rights, powers and duties set forth under I.C. 36-7-12.
