It is unlawful for a vehicle to stop, stand, or park for a period of time longer than is necessary for the loading or unloading of passengers, not to exceed three minutes, and for the driver to stop, stand, or park, before the entrance to any public building, any freight carrying vehicle for a period of time longer than is necessary to load, unload and deliver materials, not to exceed 30 minutes.
