When traffic-control devices, signs restricting parking, signs giving specific directions as to the operation of vehicles, or other similar signs or markers have been installed, as directed by resolution of the City Council, on streets or portions of streets, no person shall operate any vehicle except in conformity with the directions of the traffic-control devices, signs, or markers.
