(A) The purpose of this part is to promote the health, safety, and welfare of residents; to minimize the adverse impacts upon adjacent property owners; and to increase the aesthetic appeal of the community by establishing minimum standards for the installation and maintenance of all human-made barriers and hedges within the city.
(B) This part implements the policies of the adopted comprehensive plan. Compliance is a statutory precondition for the issuance of a development order, development permit, building permit, and certificate of occupancy. The provisions of this part shall be administered and enforced by the Planning Director, the Building Official, or their designees.
