It shall be unlawful for any person, firm or corporation to erect, construct, build or repair any building or structure, of any kind or description, or cause or authorize erection, construction or repair of the same on any lot or parcel of land within the corporate limits or within the extraterritorial jurisdiction of the town, or make any improvements thereon until that person, firm or corporation first obtains a building permit from Wake County.
