In the event of conflict between provisions of this chapter and provisions of any code hereinafter incorporated by reference thereto, or in the event of conflict between any of the codes, the more restrictive provisions shall in each case control the conflict. All provisions of all codes shall apply to the town and its extraterritorial jurisdiction including those provisions which might otherwise be inoperative because of population limitations.
