Amendments to the regulatory codes adopted by reference in this chapter, which are from time to time adopted and published by the agencies or organizations referred to herein, shall be effective within the town and the territory beyond and surrounding the corporate limits for a distance of one mile in all directions from and after the time the amendments are filed with the Town Clerk or County Building Inspector.
