Whenever this chapter requires written statement or notice to an applicant or licensee, the statement or notice shall be delivered using one of the following methods:
(A) Personal delivery, where a signature by the applicant to licensee is required; or
(B) Mail the state or notice by registered or certified mail, return receipt requested, to the address specified for that purpose in the license application.
