It shall be unlawful for any person, firm or corporation to keep or maintain on his or her or its premises any compost, manure, meat, vegetable or fish matter of a kind and nature as to be a menace to the public health, or to fill any land with, or dump on any vacant lot, garbage, dead animals, decaying vegetable matter or offensive materials, nor shall any of the aforementioned objectionable materials be buried within the town.
