(A) The mobile containers purchased by the town or the solid waste contractor for the town, shall remain property of the town or of the contractor and are provided and assigned to residences for the health, safety, convenience, and general welfare of the occupants.
(B) The town shall replace any mobile container damaged by the employees or agents of the town and the contractor shall replace any mobile container damaged by the employees or agents of the contractor through abuse or neglect. Mobile containers which are otherwise damaged, destroyed or stolen shall be replaced at the expense of the occupant-user.
(C) The mobile containers shall not be damaged, destroyed, defaced or removed from the premises by any person. Markings and identification devices on the mobile containers, except as placed or specifically permitted by the town or the contractor, are expressly prohibited and shall be regarded as damage to the containers.
