In order to protect the public health, ensure adequate solid waste collection, and prevent undue hardships to the aged, handicapped and disabled, the Town Manager is authorized to vary the requirements of this chapter relating to placement of the container at a curbside location for collection after conducting a reasonable investigation and finding that there is no person living within a particular residence unit who is physically capable of placing the container in the required location for pickup.
