It is the policy of the City to adopt an Affirmative Action Program, which Council may from time to time see fit to vary according to the needs of that time, a copy of which is included as follows:
AFFIRMATIVE ACTION PROGRAM
The City of Zanesville wishes to promulgate an Affirmative Action Program for the improvement of conditions for all people living within the City. Insofar as it is able to enforce such a program, the City will use all efforts of conciliation and recommendation to assist all of its residents in obtaining the goals of equal opportunity. These goals were first enunciated in the most basic doctrine of our Republic, the Declaration of Independence, which declared , "All men are created equal and they are endowed by their creator with certain inalienable rights and among these rights are life, liberty and the pursuit of happiness." From these noble ideals we proclaim that action must be taken to insure all people the right to that pursuit of happiness regardless of their race or national origin over which they have no control or their fundamental beliefs which should not be an impediment to their economic abilities.
To achieve equal employment opportunities goals have been suggested by governmental units, Federal and State, and the City of Zanesville wishes to express its program. It is the policy of this City in its own employment and in its contractural agreements that all people shall have an equal employment opportunity at least equal to that of their percentage of the population. The population of the City of Zanesville in accordance with the current census bureau figures discloses a percentage of approximately 9% minorities. It is therefore declared to be the goal in employment opportunities of the City of Zanesville both with itself and in contracts with others that a 9 - 11% minority be employed or an affirmative action program be implemented.
If the occasion should arise that qualified minority employees are not available in these percentages, than it is the established goal to find unemployed or underemployed minorities residing within the community and when practical training programs should be initiated to provide better opportunities for better employees and the improvement of the community. It appears that this program shall be capable of achievement in 4 - 6 years.
It is the purpose of this City to review the program from time to time to see what, if any, changes will be necessary.
