151.04 PAYMENT OF CLAIMS.
   (a)   Any person having a legal or moral claim against the City may present their claim by submitting it to the Clerk of Council on such forms as may be provided by the Clerk.
   (b)   Upon receipt of such a claim the Clerk shall forward it to the appropriate department for investigation. The department shall forward the results of its investigation to the City Law Director.
   (c)   If the Law Director finds that the claim is valid and that the City is legally liable and if the claim can be settled for not more than five thousand dollars ($5,000), then the Board of Control may authorize payment of the claim. Settlement of any legal claim in excess of five thousand dollars ($5,000) shall require authorization by Council.
   (d)   If the Law Director finds that the City is not legally liable, then he shall forward the results of the investigation along with his finding that there is no legal liability to Council for consideration of the claim as a moral claim.
