No licensed taxicab driver shall drive a taxicab during a period of suspension of his/her state operator's license. In case of a violation of this section, it shall be mandatory for the Director of Public Safety to revoke the taxicab license of such driver. Such driver shall not be eligible to receive a new license for a period of one (1) year from the date of such revocation.
