749.04 TAXICAB LICENSE REQUIRED; TERM AND FEE.
   (a)   No vehicle shall be put into service and operated as a taxicab without first being licensed and approved by the Public Safety Director's Office.
   (b)    No taxicab shall be operated unless a license has been issued to the owner thereof and is in force. Every license shall expire on December 31 of the year for which it is issued. In case of licenses issued for operation on or after July 1 of any year, the fee shall be one-half of the per annum fee. The annual fee shall be sixty dollars ($60.00) per taxicab, payable in advance, and shall be in addition to the fee required under the laws of the State of Ohio on all motor vehicles. Any applicant for an annual taxicab license shall have the privilege of paying the annual license fee in two equal installments, the first to be paid upon the issuance of the license and the second on or before June 30.
