(a) For purposes of fulfilling the requirements set forth under Ohio R.C. 3735.65 to 3735.70, Council establishes Community Reinvestment Areas Numbered 1, 2, 3, 4 and 5.
(b) The boundaries of Community Reinvestment Areas are as follows:
(1) Area 1 - Downtown: (EDITOR’S NOTE: See Section 137.05
for current provisions pertaining to the Downtown Reinvestment Area.)
(2) Area 2 - Industrial Park/Blandy Hill: Bounded on the west by the Muskingum River from the Interstate-70 right-of-way to the mouth of Mill Run, bounded on the north by Mill Run, bounded on the east by the City of Zanesville Corporate Limits, and bounded on the south by the Interstate-70 right-of-way from the Corporate Limits to the Muskingum River and point of beginning. The area generally incorporates the R-97 Industrial Park and Blandy Hill. (Ord. 78-128. Passed 11-13-78.)
(3) Area 3 - Lower Eighth Ward/West Main: Bounded on the west of the City of Zanesville Corporate Limits from State Street northward to the Interstate-70 right-of-way, bounded on the north by the Interstate-70 right-of-way, bounded on the east by the Muskingum River from the Interstate-70 right-of-way to the Y-Bridge, bounded on the south by the Licking River from the Y-Bridge to State Street and State Street from the Licking River to the Corporate Limits and point of beginning. In addition Area 3 shall include 5.17 acres bounded and described as follows: Being a part of the south half of Quarter Township Four, Township One Range Eight, and being a part of the premises now owned by the Heinrich Paper Company as described in Muskingum County Deed Book 977, Page 85, and Book 992, Page 551; beginning for reference at the northeast corner of Lot One, Pataskala Place as the same is designated and delineated in Muskingum County Plat Book 2, Page 86; thence north 11 degrees 45 minutes 03 seconds west 15.15 feet to a point on the City of Zanesville's corporation line; thence north 78 degrees 14 minutes 57 seconds east 30.00 feet to a point in Licking Road and the principal place of beginning; thence parallel to the center line of Licking Road north 11 degrees 45 minutes 03 seconds west 458.83 feet to a point in the center of Timber Run; thence along the center of Timber Run the following five courses, (1) north 76 degrees 47 minutes 24 seconds east 60.02 feet; (2) north 76 degrees 52 minutes 28 seconds east 86.55 feet; (3) south 82 degrees 57 minutes 28 seconds east 141.27 feet; (4) south 70 degrees 48 minutes 25 seconds east 230.14 feet; (5) south 58 degrees 24 minutes 03 seconds east 241.46 feet to a point in the center of the Licking River; thence along such center line south 35 degrees 35 minutes 57 seconds west 196.07 feet to a point in the City of Zanesville's corporation line; thence along such corporation line south 78 degrees 14 minutes 57 seconds west 509.02 feet to the principal place of beginning.

(4) Area 4 - Putnam: (EDITOR’S NOTE: See Section 137.02 for current provisions pertaining to the Putnam Community Reinvestment Area.)
(5) Area 5 - Eastman Street/Sharon Avenue: Bounded on the west by Underwood Street, a portion of Greenwood Avenue from Fountain Square to Main Street, 9th Street, and Wayne Avenue between Marietta Street and Hughes Street, bounded on the south by Hughes Street from Wayne Avenue to Sharon Avenue, Sharon Avenue from Hughes Street to Wheeler Road, the rear lot lines of lots #1 through #11 and lots #17, #18 and #19 of Weller's Subdivision, the rear lot lines of lots #1 through #9 of Sharon Heights Subdivision, the rear lot lines of four unnamed lots between White Oak Avenue and the Corporate Limits, bounded on the east by the Corporate Limits, a portion of Greenwood Avenue, and Cemetery Avenue, and bounded on the north by the Interstate-70 right-of-way from Cemetery Avenue to Underwood Street.
The above described areas are depicted graphically on the map entitled "Community Reinvestment Areas" which is on display in City Hall.
(c) Within Community Reinvestment Areas #1, #2, #3, #4 and #5 tax exemptions for improvements to real property as described in Ohio R.C. 3735.67 will be granted for the following periods only if the proper application is filed with the Housing Officer within six months of occupancy or final building inspection approval:
(1) Five years for the remodeling of every dwelling containing not more than two family units upon which the cost of remodeling is at least two thousand five hundred dollars ($2,500) as described in Ohio R.C. 3735.67(A).
(2) Five years for the remodeling of every dwelling containing more than two units, and commercial or industrial properties, upon which the cost of remodeling is at least five thousand dollars ($5,000) as described in Ohio R.C. 3735.67(B).
(3) Seven years for the construction of every dwelling, commercial or industrial structure as described in Ohio R.C. 3735.67(C).

(d) To administer and implement the provisions of this section, the Director of Community Development is designated as the Housing Officer as described in Ohio R.C. 3735.65 and 3735.66.
(e) A copy of this section will be forwarded to the Muskingum County Auditor by the City Clerk for information and reference.
(f) Council reserves the right to re-evaluate the designation of Community Reinvestment Areas 1, 2, 3, 4 and 5 after December 31, 1980, at which time Council may direct the Housing Officer not to accept any new applications for exemptions as described in Ohio R.C. 3735.67.
(g) Council finds that the areas included within the foregoing description of Community Reinvestment Areas 1, 2, 3, 4, and 5 are ones in which housing facilities or structures of historical significance are located and new housing construction and repair of existing facilities or structures are discouraged.

(h) Council hereby creates the Zanesville Community Reinvestment Area Housing Council which shall be appointed and shall serve, in the manner set forth in Ohio R.C. 3735.69. Further, Council hereby determines and directs that no new applications for Community Reinvestment Areas #2, #3, #4 and #5 tax exemptions shall be submitted to the Housing Officer for tax exemptions as described in Ohio R.C. 3735.67, and the Housing Officer shall not accept any such applications with respect to any new structure or rehabilitation. Council hereby declares that it intends to and hereby reserves the right to, re-evaluate Community Reinvestment Area #1, before December 31, 1999, at which time Council will determine whether to continue Community Reinvestment Area #1 or to utilize another economic development incentive program for such area. If Council takes no action relative to this issue prior to December 31, 1999, Community Reinvestment Area #1 will be terminated.

(i) (1) Council hereby reauthorizes the Community Reinvestment Area #1 (Downtown) as created by Ordinance No. 78-128 and amended by Ordinance No. 97-227 for the effective dates of January 1, 2000 through December 31, 2002.
(2) Council hereby declares that it intends to and hereby reserves the right to reevaluate Community Reinvestment Area #1, before December 31, 2002, at which time Council will determine whether to continue Community Reinvestment Area #1 or to utilize another economic development incentive program for such area. If Council takes no action relative to this issue prior to December 31, 2002, Community Reinvestment Area #1 will be terminated.
