(a) Creation and Appointment. The Director of Public Safety is hereby authorized and directed to establish an auxiliary firefighting force and to appoint auxiliary firemen.
(b) Course of Training. It shall be the duty of the Director of Public Safety, with the advice of the Fire Chief, to establish a course of training and to see that such auxiliary firemen are properly trained to aid the regular Fire Department of the City in time of emergency.
(c) Voluntary Services Without Pay; Command. Auxiliary firemen shall serve on a voluntary basis, within the City and without pay or compensation. They shall be under the direct supervision of the Fire Chief. They shall be subject to call upon the order of the Director of Public Safety or, in his absence, upon written order of the Fire Chief. At all times when they are called upon to perform duties as auxiliary firemen they shall observe the rules and regulations and traditions of the regular Fire Department. Auxiliary firemen shall obey the chain of command of the Fire Department and shall take orders from all regularly appointed officers thereof, including the rank of fireman.
(d) Term and Uniform. Auxiliary firemen shall serve a period of time to be designated by the Director of Public Safety, and shall serve until he shall release them. The auxiliary firemen, during the time they are performing their duties, shall wear such uniform or part of a uniform as shall be prescribed by the Director of Public Safety.
(e) Nonliability. This section is declared by Council as an exercise by the City of its police powers for the protection of the public health, peace, property, safety and general welfare, and neither the City or any agent or representative of the City, or any individual, firm, partnership, corporation or the receiver or trustees or any other agent thereof, who in good faith execute any executive order, rule or regulation promulgated pursuant to the provisions of this section, shall be liable for injury or damage sustained to any person or property as the direct or proximate result of such action.
(f) Rules and Regulations. In order to protect the lives of the inhabitants, their property and the property of the City, the Director of Public Safety is hereby authorized and directed to promulgate such executive orders, rules or regulations as, in his discretion, are either necessary or desirable, in the administration of such auxiliary firemen.
(g) Conflict. The provisions of this section, individually or severally, shall not be construed as intended by Council to be in conflict with any Federal or State Statute or with any military or naval order, rule or regulation.
