The intent of this chapter is to promote the public welfare by guiding, regulating and controlling the design, construction and use of any new development, or redevelopment that has a total area of one acre or more in public and private projects within the city's jurisdiction. This chapter also applies to all sites that are smaller than one acre but are part of a larger common plan of development that has a cumulative area of one or more acres even though multiple separate and distinct land development activities may take place at different times on different schedules.
