This chapter seeks to meet that purpose through the following objectives:
(A) Minimize increases in nonpoint source pollution caused by stormwater runoff from any development, with a total of one or more acres, which would otherwise degrade local water quality.
(B) Minimize increases in stormwater runoff from any development, with a total area of one or more acres, in order to reduce flooding, siltation, increases in stream temperature and streambank erosion and maintain the integrity of stream channels.
(C) Minimize the annual volume of stormwater runoff which flows from any specific site following development to not exceed the pre-development hydrologic regime.
(D) Reduce runoff rates and volumes, soil erosion and nonpoint source pollution, whenever possible, through best management practices (BMPs) and to ensure that these BMPs are properly maintained with no threat to public safety.
