Bills for service are due and payable upon presentation and payment shall be made at the City Hall, Customer Services Division, or at such other place as may be designated by the city. Water and sewer charges shall be payable and billed to the person in whose name the water meter or other meter is recorded at any service location or property connected to the city utility system.
