The city shall have the authority to enforce the provisions of this subchapter by the discontinuance of water service in the event of violation hereof after proper hearing at a date, time and place set forth in the notice of hearing which shall be served on the alleged violator. The water service shall be discontinued, after proof of such violation, until such time as the city has been assured that there will be no repetition of the acts done in breach of this subchapter subject to the right of appeal set forth herein.
