§ 193-28 Unlawful Acts.
   (A)   Use of utility tools. It is unlawful for any unauthorized person to use any curb cock key, valve key or hydrant wrench to the city water supply system and no person shall, without authority from the city, make, construct, buy, sell or in any way dispose of to any person any curb cock key, valve key or hydrant wrench for use on the city water supply system.
   (B)   Tampering with water meters. Water meters shall be sealed by the proper city officials in such a manner as to prevent all tampering with or injury to the mechanism thereof, without breaking the seal, and no person shall break or remove a seal or willfully injure or destroy a meter.
   (C)   Tampering with, covering or preventing access to utility appurtenances. No person shall fill up, cover over or place upon or about any valve, valve box, curb cock, water meter box or water gate, any object, debris or structure of any kind that shall prevent free access to the same. At no time and in no manner shall any person tamper or injure utility appurtenances being the property of the city.
   (D)   Damage to system in general. No person, firm or corporation shall connect to the water and sewer system in any way except as specified in these provisions nor shall they tamper with, damage, remove or render inoperable said system or any part thereof.
