(A) Duly authorized agents and employees of the Utility Division shall have access, at all reasonable hours, to the premises of all customers for the purpose of installing, repairing or removing Utility Division property, inspecting pipes, appliances and fixtures, or reading or testing meters in connection with the Utility Division services facilities.
(B) In addition to the provisions of division (A) of this section, duly authorized agents and employees of the Utility Division shall have access and the right to examine at all reasonable hours the records of commercial and industrial sewer users, regardless of whether those records are located within or without the state in regard to the following:
(1) Chemical supplies.
(2) Operational records.
(3) Other relevant data as to process impacting on the waste water treatment plant.
