(A) If a conflict arises between any provision of this subchapter and any ordinance or resolution adopted prior to this subchapter, then the provisions of this subchapter shall control.
(B) The provisions as herein set forth or as they may hereafter be altered or amended shall govern the rendering of water or sewer service, including the extensions of water and sewer mains and the making of connections thereto. Every applicant, upon the signing of an application for water or sewer service, shall be bound hereby.
